I saw an article today that basically says Verizon, AT&T, Comcast, and any other competitor doesn't want them coming in. In my county, the local politicians have regular lunches/etc with these vendors, and are not pushing them to even fill out their current system county wide.
IMHO, right now there is a real need, and the more that gets installed, the better it is for everyone. I just wish the competitors could step up the game to compete rather than just trying to raise rates for inferior service. ... Still, it seems to be their business decision to keep the status quo.
