We've never had any major issues with 1and1, and they've been very responsive and actually helpful when we have, usually responding within an hour. That was when we were on the shared hosting service, which to my understanding is(was?) fairly uncommon. We had to move to the dedicated hosting since we were butting against the PHP memory cap (30MB, if I remember correctly) they have on their shared platform. That wasn't too bad, just had to tweak a few things with a couple of our vendors, and we probably use too many plugins.

It sounds like your site is an aggregation of links, more or less, so yeah, the front end host shouldn't matter much. I highly recommend 1and1 and WordPress as a platform. 1and1 will "turn on" WordPress for you, or you can build it all yourself. Either way, it's highly customizable, and the next person can administer it easily should you get a better offer somewhere else.
