Sort of.

nmh has been without a maintainer for a while now. There are a bunch
of people who hack on it sometimes (even enough to get a release out
now and then), but no one is really responsible for it, and long
stretches go by when no nmh development happens. So, someone will
almost certainly eventually deal with your patch, but it's hard to say
when.
