I think you're getting it. Yes, my "savings" expense bucket goes to
zero. If I end up saving a little more, I had to have that from
somewhere, either another expense bucket or my income buckets, so I
make a money flow from one of those buckets to the savings bucket to
cover the "expense".

As for getting the money back, you would make a money flow from your
Savings Account to an income bucket and then allocate to whatever
expense bucket or buckets you needed to for covering overages in those
buckets.
