TigerHawk, I'm in the military, and we normally get paid the same way that you do... twice per month. Several years ago, before we had all these tools, I found getting paid twice a month entirely too complicated for me to budget which bills I would pay with which paycheck.
So, I saved up for a few months to get about 2 months pay saved up, and I switched to getting paid only once a month. This simplified my life tremendously. More recently, I've started using Money Well and I love the program, and I feel that the program is to wonderful to be dismissed so quickly, especially when I think that you could overcome your current troubles with it--in a way, doing something similar to what I did. Here's one thing to consider: If you could save up half a month's pay--or perhaps you already have it saved in a short term savings account, on the first day of the month, you could fund your entire spending plan, and you wouldn't have to worry about how much to take out when because you are funding the entire plan on the first day of the month. When your next paycheck comes out on the 15th, you just let it sit there until the the next month. When this money is combined with your pay on the 1st, you will again have enough to fund an entire month's spending.
