I am signed up for their Online Banking website and have been using it
for a while now. From looking at their Quicken setup instructions the
Online Banking and direct connect credentials are one and the same:

4. Next you will be prompted to enter your User ID and PIN to connect
to Capital One. Enter the User ID and Password you use on our Online
Banking website.

I tried to contact them for additional help, but they outsource to
India, so that was a dead end.
