If you set your frequency to "Annual" and have only one amount in one month, then the two values will be the same.

Entering a zero for the planned amount in the Planned column will zero out the months at the bottom so you can just enter one or two values. It's just a shortcut so you don't have to put a zero in 11 months just to get your total annual amount into a single month.
