I shared this years ago when I was first a member with NOMBL and it was not received but will share it again. I play in one other league, been with them since 1990. They been around since 1980. Here are some great facts. It is impossible to control plate appearances to an exact number as well as innings pitched. That is a fact. So why does this league I am in have little to no overuse problems with more teams than NOMBL. Starting pitchers are limited to starting the SAME NUMBER of games they started in major league baseball. For instance if a starter started 30 games in majors he can only start 30 games or less in NOMBL, innings pitched irrelevant. Hitters are limited to playing the number of games they played in majors. If Tulo only played 122 games in 2010 (as he did) then he can only play in 122 games in NOMBL. Finally a five point system for relievers. RP are tough everywhere and limit them to innings pitched in 2010 in majors to same in NOMBL. Most people have 8-9 relievers. You get 5 points of salvation, a point is a percent. For instance pitcher A goes over by 1 percent and pitcher C by 1 percent and pitcher D by 2 percent and pitcher G by 1 percent that adds up to your five points. But if pitcher H also goes over also by 1 percent then that is 6 total points over and time for punishment. The punishment that the other league uses has no effect on the playoffs. No effect on draft. You lose the players with the greatest infraction to get down to 5 points at end of season, such would be the case, then pitcher D would be lost at end of season and become a free agent. Of course if GM quit we would not punish new GM. Overuse a starter or hitter, and it is your fault, bye bye player. We don't have to be so strict but in 20 years no one has lost a player. 28 teams all staying within easier player useage rule for over 20 years. Useage that duplicates starts and games played similar to majors. PAs controlling use are a thing of the past.
I like this system cause easier to control number of starts and games played by a player. Most GMs, would let good players play all road games and limit home but still last month is real easy to adjust. We also allow individual CMs for last month of season for each road team to allow complete control of games played. I share for rule proposal time. There are three different rules proposed (SP for starts, hitter for games played, RP for innings with 5 points of grace), anyway, just trying to do what is best for the league and still have fun. The Commissioner has the right to consider extenuating circumstances in the application of any penalties/punishments required by this document. This will be a 2 league, 20-team all computer Strat-O-Matic (SOM) with no DH in either league. Play will begin in April and end in early October. There is a 3 tier playoff series immedialty following the regular season that consists of the top 4 teams in each league. There will be 2 Leagues consisting of the R. Fosmore or H. Reickhart division in honor of two former NOMBL managers and personal friends who where lost in 2009. 10 Teams shall be placed in each of these two leagues and is open to change during the offseason at the discretion of the Commissioner. Owners are responsable for playing their own home games and exporting game and print files in a timely manor each month. Net play during the regular season is optional and is at the discretion and responsibility of the home team. Note: All owners must have a computer and an e-mail address. NOMBL will use the most current SOM disk. There will be a president who will be responsible for verifying proper rosters and rotations for each month. Any team that does not have a GM will have their games auto played and a designated GM shall prepare CMs (Computer Managers) and perform all necessary GM duties for that team until a new GM is found. If GM(s) wish to contract 2 or more teams this is at the discretion of the Commissioner. I really enjoy editing so if the league would like I can go through the rest of the rules and clean it up a little. I don't think there would be much to update. I am also all for a 103% usage rule and enforcing it with strict and consistant draft penalties. just my two cents.
