I think each nation decides its own foreign policy, and is forced to make judgments on many things, including their opinion of where the fault lies in conflicts. In the meanwhile, UN Secretary General asked Israele to stop the air raids This is not extremely surprising, considering the past history of UN resolutions. But actually, in this case, I believe the UN Secretary General was in fact more neutral, calling on all sides to stop their military action - both the air raids by Israel and the rocket attacks by Hamas. Unfortunately, neither side did.
