That is exactly what I meant, and I don't think it was at all unclear either.
Another obvious change in 20th century interstate warfare is that it became
less about the winner imposing on the loser territorial demands or demands for
reparations (which were the more traditional spoils of war), and more about
occupying and transforming a defeated enemy's social, economic and political
systems in the victor's desired direction. This in turn entailed the demand for
unconditional surrender, and it almost certainly contributed to the savagery of
WWII by raising that war's stakes. Stalin recognized the changed realities
quite clearly when he remarked that WWII differed from all previous wars
insofar as the victor would be able to impose its entire social order on the
conquered (he is quoted saying this somewhere in Miovan Djilas' "Conversations
With Stalin").
