If what you want is to capitalise the first letter of each word, then you can
define a macro that does this:

<Ctrl-Right><Shift-Right><Edit -> Uppercase>

possibly save the macro, and then run it multiple times, checking the Till end
of document button. You'll have to capitalise the first letter of the first
word manually.

I'd do two things:
1/ check that th font used for normal text is cyrillic aware (I don't think
I have any here).
2/ Use TextFX -> TextFX Edit -> Convert KOI8_R to CP1251 (or the other
way round).

Anyone else use the macros?

I recorded a macro and then deleted it in shortcut mapper as instructed in the
help file, but it still shows up in the "Run Macro Multiple Times" macro
drop-down...

Anyone else noticed this?

The TextFX plugin has this capability.  It's termed "Proper Case"  Map a hot-key
to it and you're done.

If you're talking about having the editor locate words WithinWordsLikeThis then
you're SOL.  That would be extraordinarily error-prone as for example, the above
might also be capitalized as WiTinWordsLikeThis, or WithInWordsLikeThis, etc.

Too many combinations, too many words, etc to make it feasible for it to be
done well.

1/ Insert at top of document a line made of spaces, with length your fixed page
width (say 72 characters).
2/ Run the following macro for each comment. Cursor is assumed to be at the
first character of the comment mark:
<Enter> // cmt starts at current line start, retaining indent

<Ctrl-F2> //mark line
<Ctrl-Home> //top of doc

Whew!
This works ifthe initial overall length of the line to process was less than
the fixed width required. If it isn't,
I don't see an automatic way to remove characters from that line - apart from
breaking on the comment mark to make the comment  a line by itself.
