What if we added a boolean to IterInfo to indicate whether it is a per-scan 
iterator or not.  We can sort them first by the boolean and then by the 
priority.  Then we could have a method

and every time it is called increment a counter and use that as the priority 
for the IterInfo.  So it would look like scanner.add(is1).add(is2).
