This won't be an issue once ACCUMULO-935 is satisfied. In the meantime, the
best thing to do is simply not execute with the -P check-licenses profile
enabled. The whole point is that the rat check is supposed to be a check for
releasing, and it's supposed to fail on a configured workspace that dirties the
source tree. This is important for releasing, and for checks on the build
server, which should always resemble a clean checkout.
