We currently read the config for tserver.memory.maps.max once when the
TabletServer starts. It would be nice to dynamically load that property to
support empirical optimization without restarting the tablet server.
In addition, the docs/config.html currently lists it as zookeeper mutable, when
it should reference that the TServer needs to be restarted for the change to
take effect.
