Summary: Allow users to specify compaction strategy when
initiating a compaction

When a user initiates a compaction over a range a tablets, they may not want to
compact all of the file in a tablet. To facilitate this we could allow a
compaction strategy to be set and configured. ACCUMULO-1451 added compaction
strategies for system initiated compactions, this would extend that concept to
user initiated compactions.
Making this change would allow a user to do something like "Compact files that
are less than 10M for tablets in the range b to f"
