The changes made in ACCUMULO-118 make Accumulo use fully qualified urls all the 
time.  It does not matter multiple namenodes are being used.   If your namenode 
fails and you bring back up another node, then Accumulo will not work.  W/o 
this utility, it seems like the only easy option for a user would be to change 
DNS to point to the new node.  In some cases a different set of administrators 
will control DNS, so this slows down recovering a system. Before this change an 
admin could change the Hadoop or Accumulo config to point to the new namenode 
and push the configs out.
