[~ctubbsii], the risk of having a broken 1.4 is why the umbrella task specifies
that things go in a feature branch for ACCUMULO-1790 until it reaches
acceptance criteria. It sounds like with the comments on ACCUMULO-1795 that
some more discussion is needed, so I'll resurrect the dev@ thread and include
this concern.
