"standalone mode" was a shortcut to launching a single node Accumulo instance
in psuedo-distributed mode invoked by not specifying both the slaves and
masters files in $ACCUMULO_HOME/conf. It was in the original code import, so
there aren't tickets to look at for its original reasoning.
The only [docs I've found for it are comments in the part of config.sh that set

AFAICT, it was to make it easier to spin up test instances.

as a part of ACCUMULO-1071 (though I'm not sure if that ticket # was a typo).
He would have to speak to what his reasoning was, there's not an explanation on
the ticket or mailing lists at the time.
If I had to guess, I'd say the presumption was that the addition of bootstrap
(and minicluster) obviated the need. Since 1.5.x wasn't required to maintain
default behavior, it was just removed instead of wrapped in some option.
