No, this is incorrect. Standalone was meant to allow you to run all roles on a 
single host without specifying any masters or slaves.

I think everyone agrees that this behavior was a bad idea. It can be disabled 
in 1.4 post ACCUMULO-1785 by specifying an environment variable.
