If that is the intent of this ticket, then [~vines] should not have resolved
ACCUMULO-1395 as a duplicate of this one. Do we want to reopen that one, have
[~John McNamee] attach his patch to that, and leave this one open for the
smarter heuristics? Or, do we wish him to apply his patch as part of this
ticket, and create a separate one for those smarter heuristics?
