[~busbey], my intent of this issue was to create a BUILDING (or similarly
named) file that encompasses the basic information to build Accumulo (and what
is expected from the build). If your coworker wants to take that on as well,
she is more than welcome to as I haven't gotten to this yet. If she just wants
to contribute changes to surefire (and maybe failsafe too?), I would rather we
make a specific ticket so there's no worry of issue ownership.
