bq. Can you clarify what you are asking for?

We use blocker very infrequently, but when we do, it comes with the original 
intent of "this needs to be fixed before the releases in fixVersion (and not be 
pushed out). At a minimum, it would have been great to get a ping saying "Hey, 
I want to move this out". I'm working on some testing here and then plan to 
commit it. It would be great to see this in both 1.7.2 and 1.8.0.
