Summary: Improve client configuration file

The client configuration file should be more comprehensive and support all
common client configuration settings. After a quick review, it looks like the
following settings cannot be configured by this file (but there may be more):
* Accumulo username & password
* Batch writers (threads, max latency, memory, timeout)
* Batch scanner (scan threads, scan timeout)
* Scanner (scan batch size)
The properties names of this of this file could also be improved in that all
should be be prefixed by 'accumulo.'
