> Based on what I am seeing, the scan function in `ThriftScanner` will always error with "Failed to locate tablet for table : 1 row : The failure in the scanner (client side) and retry is expected if the tablet isn't loaded yet because it has not yet completed recovery. What needs to be determined is what is holding up the recovery on the server-side.
