@ctubbsii, during the meeting yesterday you mentioned pre-splitting the table in [a flaky IT](https://github.com/apache/accumulo/pull/1888) I'm working to improve. I remembered working on this flaky IT and it has a lot of splits (1000) so I tried pre-splitting the table for this test and saw a huge decrease in the time it takes to complete. I saw a decrease on the order of minutes by pre-splitting the table. It almost doesn't seem like pre-splitting alone would yield these results so I'm a bit sceptical but I think that if pre-splitting is a valid cause of this time decrease then it should be implemented in this test and possibly others as well.
