It can definitely be a huge improvement. It eliminates the need to go through cycles of updating metadata, by taking tablets offline and online and migrating tablets to balance, on each split point added. There are many tests that could possibly benefit from this feature. There's probably only a few that actually need to create the splits after the table already exists.
