Simplify the generation of the updatesite

The generation of the updatesite is creating two categories, the latest plugins
and the older plugins. The current implementation of the generator is based on
the file timestamp which may not be right, some old plugins can be considered
as newer.
I suggest to generate the updatesite with only one category, and let Eclipse
sort them in the UI : tested sucessufully on Eclipse 3.5 and Eclipse 3.6.
