The current contract seems changed because in-memory hash join can potentially 
fail. Yes, it counts the hash table footprint, but the optimized hybrid hash 
join should guarantee that even in the worst case, in-memory hash join should 
always work within the memory budget, i.e., the exception should never be hit. 
Is my understanding correct?
