@sagelywizard we are doing a check first is see if shard is idle to
hopefully avoid backing up couch_server with messages.
Also because this will close idle shards, couch_server should have a bit of
an easier time, since they'd be less entries in the lru and in the couchdbs_ets
table.
Since PSE merge would modify this code wonder if we should wait till that
merge happens and then make it nicer and configurable
