@eiri the eviction policy would be used when we are bumping against the
limit. This could happen under a minute time-frame. A minute could be for
example 1 hour (maybe it should be?). Then if we try to open a db then we'd
want to evict some dbs and not wait for an hour for idle to remove them. So it
is an immediate cleanup thing vs slowly evict stuff that's not used thing
