#8954 一顿操作之后貌似问题(包括 #9115 ) 都解决了，我主要改的地方有两处： 1. GlobalResourcesRepository的Executor只能随用随取，原来是静态初始化，github构建总是陷入死循环，不停地输出ERROR listener.ServiceInstancesChangedListener: [DUBBO] Failed to load service metadata，具体因果关系我还没搞明白。 2. FrameworkModel的addApplication和tryDestroy之间加了互斥锁，启动和销毁的操作排队串行处理，我不清楚是不是必须这么互斥，只是从代码角度分析这两个方法操作的那个map应该是临界区资源，需要排队串行处理。 -- This is an automated message from the Apache Git Service.
