Review comment:
       I commented on this previously, but I think there is value for all these 
`AgreeUponUsedHashMemory` tests in checking at least once (maybe at the end?) 
that `server1` and `server2` have the same bytes in use.... especially if we 
want to actually test that the `membersAgreeUponUsedHashMemory`.

Review comment:
       Could we derive the overhead via the `ReflectionObjectSizer` here and 
compare that to the constant instead of hard coding what we derived?  Right 
now, someone could alter the code in a way that increases the overhead without 
changing the constant, but these tests wouldn't catch it.
