       This should just use onRegion instead of onMembers, and then you don't 
need to lookup which members have the region.

Review comment:
       This doesn't seem like a good user experience to get exceptions in this 
situation - should this trigger a retry?

Review comment:
       Maybe it would be better to keep member ids as 
`InternalDistributedMember` in most places until we actually return a string to 
the user? I normally don't like converting objects to strings and doing 
comparisons on the strings.

Review comment:
       It seems like we don't really need to keep this as a field. For every 
call it looks like we're updating this list this the new primary locations (or 
at least we should be!). It would be clearer and cleaner not to have this as a 
field at all.
