### Summary of Changes
1. **Where-Query Function Support (Fixes #16811)**:
- Added query handler for `FunctionCallingCriterion` in `JpaQueryBuilder`
emitting JPA function expressions with parameterized comparisons (`=`, `!=`,
`<`, `<=`, `>`, `>=`, `LIKE`, `ILIKE`, `IN`).
- Added `WhereQueryFunctionsSpec` covering string (`upper`, `lower`,
`trim`, `length`) and date (`year`, `month`, `day`, `hour`, `minute`, `second`)
where-queries against Hibernate 7.
2. **PredicateGenerator Refactoring**:
- Encapsulated criterion evaluation state into `CriterionContext`.
- Introduced `InternalCriterionHandler` strategy interface.
- Extracted dedicated criterion delegates
(`FunctionCallingCriterionHandler`, `PropertyCriterionHandler`,
`PropertyComparisonCriterionHandler`, `PropertyNameCriterionHandler`,
`JunctionCriterionHandler`, `SubqueryCriterionHandler`,
`ExistsCriterionHandler`, `NotExistsCriterionHandler`,
`AssociationCriterionHandler`, `SqlRestrictionCriterionHandler`).
- Refactored `PredicateGenerator` to dispatch criteria via
`CriterionContext` and (1)$ concurrent map lookup while preserving the public
SPI (`CUSTOM_HANDLERS`).
- Added unit test coverage in `PredicateGeneratorSpec`.
