It's not something we have strongly made a big issue of within the team but
just part of trying to follow general Apache guidelines. In the past we have
followed the practice of adding them for the reasons you mentioned but in
reality, 90% of the author tags won't help you much today since many of them
are past contributors. Git annotate in your IDE will tell you exactly who has
authored what and when even down to some specific lines that you might be
interested in.
And then sending a general email to the list with any questions might be
the best approach to getting info anyway (not always) since someone who is more
active than the original author might have already found out what you want to
know and in any case others on the list might be interested in the answer. But
again, not trying to limit other forms of communication when appropriate - just
a general guideline.
