@andrewgaul I would agree if it was an integral part of the jclouds code, but its a maven plugin that polices legal crap in the source files, so.... meh.
Mainly I created this PR because @abayer kinda suggested it here: `[2014-06-18T15:48:17-0600] <abayer> ccustine: No such errors for me. But I'd be fine with a patch to move to rat 0.10.` Personally, I would keep all of the maven plugin versions in sync between master and maintenance branches for consistency sake.
