The problem appears to be in the logic of GoogleCloudStorageOAuthScopes.Java
A request needs fullControlScopes whenever it attempts to change acls
For example the BucketApiLiveTest is failing Update and Patch requests because
they try to modify Acls and GoogleCloudStorageOAuthScopes is only assigning
readOrWriteScopes.
