While discussing this on the mailing list, Stefan pointed out that the symptoms
might be linux specific. Therefore we should run the netstandard-1.3 tests both
on windows and on linux. That's also sensible, since the netstandard target
allows people to run the built assembly both on windows and on linux via .net
core.
