Description:
Create a separate {{log4j-core-java9}} module.
This will enable nano-second precision timestamps (LOG4J2-1883) and moving the
ProcessIdUtil out of {{log4j-api-java9}} into the core module where it belongs
(LOG4J2-2199).
Also provides a place for future functionality that requires java 9.
