This PR closes #2290. This is a long-term goal. Currently this draft replaces some parts of `log4j-api` and `log4j-api-test` to their **2.x** versions. Ultimately the `log4j-api` and `log4j-api-test` modules will be removed altogether. This task also requires for the `log4j-to-slf4j` module to be rolled back to its 2.x version.
