Nimble can now pair properly with key size less than 16 bytes. It does not
however store this information persistently as a part of bonding information
and does not populate it to connection information to utilize it in e.g. ATT to
check for key size permissions. Support for both features needs to be added in
order to have complete handling of encryption key size.
