This is not dissimilar to the situation before the donation (OCA) and also is sensible when you consider, that legal requirements change. At this point in time the ASF requires ALv2, but before that was the ALv1 and so relicensing was necessary and it might be needed in the future again. If the ASF holds the copyright/a license relicensing is easy: The PMC can just update the copyright headers and is done. If the ASF would not hold the copy you'd need the agreement of all copyright holders. The merges without an ICLA are under the "small contributions/fixes don't establish a copyright" assumption, This is valuable work and really appreciated so @dtrebbien please reevaluate your decision not to sign the apache ICLA.
