Review comment:
LGPL-v2.1 is not CATEGORY_B - it is CATEGORY_X. If I remember correctly the
DTDs and XSDs are the whole reason, that we can't release the plugin under the
ASF umbrella. Which is the reason, that the plugin was moved to the contrib
folder.
