   On the first run of NB 14 rc 6 there was an empty menu 'BuildProject' at the 
start of the menu bar.

   Upon opening a Java Ant project it became populated with what would be the 
contents of the Run menu.

   On closing and re-opening NB the Run menu, as it was in previous versions, 
reappeared.

   ### How to reproduce
   
   (delete NB 14 directories from %APPDATA%/Roaming/NetBeans if previously run)
   Start NB from the icon.
   Say yes to import settings from previous installation (I didn't try saying 
no to this)
   Observer the Menu as described above.

   Windows 11 version 10.0 running on amd64; Cp1252; en_GB (nb)
