OK, got it, I've got a dir called BuildProject in %USERPROFILE%\AppData\Roaming\NetBeans\13\config\Menu with something in it (I've forgotten what it was for. It was from an old project, I think it was once a shortcut to a Maven or Ant target) Anyway if I do the first start without importing previous settings it doesn't appear. So it's a cosmetic issue only; it seems benign and doesn't recur on subsequent starts.
