I repeated all the operations you did, again. Now it worked! Why ? I believe that even with the internet closed, I am not convinced that I "forced" the deselection of all updates from the Tools->plugins->Updates, Available Plugins, Downloaded, Installed and Settings tabs. I created a Web(Ant) project, inserted tomcat server, and it ran normally successfully! So I believe you have assertiveness!
