In a time when Java was found on many PCs, Java Applets where the current hot shit and installers were a mess. Since the noone bothered enough to renovate it (maybe all thought like you). Many things in a codebase as old as NetBeans make no sense when you look at them in review, without considering when they were created. NBI is being killed and quite frankly, as a developer I would always prefer the ZIP packages (for IDE, for JDK, for node).
