there won't be a NBI based windows installer from apache for NB 26. And there is generally the trend to move the installers out of apache due to better flexibility (as indicated in the [mailing list threads](https://lists.apache.org/thread/40lnt34lny1pzqldoy7fqq3mgflhzods) by the maintainers of those installers). So if its patched in the community bundles its essentially fixed since installers are very popular on windows (zips not so much). And if they can ship the JDK without lawyers they can also ship a custom built extra class with it without lawyers (I am no lawyer, its just a hypothesis :P).
