This is just my view but if we can get a solution working that cycles through a large set of possible ids without a collision (like the latest one based on UniqueRandomShortProvider) that that should be enough for Pekko 1.0.0. A solution where we keep track of all in-flight ids might be nice but it would appear to be more expensive than the UniqueRandomShortProvider solution.
