I suspect we will need to add a new config that says whether snapshot data needs to be persisted with akka or pekko class names. So users starting a migration from Akka to Pekko, would set up their config to have Pekko continue to put Akka class names in its persisted snapshots (so that Akka nodes can still read that data). Only when the migration had progressed to the stage where all the Akka nodes are retired and only Pekko nodes are left in the cluster, then the config could be changed to allow Pekko class names to be persisted in the snapshot data.
